Filter > render > flare in photoshop and add the chrome filter (Filter > Sketch > Chrome). Give it a color (Ctrl + U) and search DeviantArt how to make tentacles. I found out my own way to create tentacles. Last but not least.. ..Give the tentacles a nice outerglow. And thats it
